This stash is part of Streloks faction stashes. On a table, inside the same room with the Eliminator at Jupiter Plant, you can find the Administrative Documents. While locations of stashes are often given to you as part of a mission reward, you will not find information about them by looting corpses. This makes stashes very much like "Items in the Open" and the reason why I've combined the two on this page.
Unlike the previous games, the items contained in stashes are present from the beginning of the game, meaning that you don't actually need information about the stash to find its content. This page contains information about the stashes and items that can be found in the different areas of S.T.A.L.K.E.R.: Call of Pripyat.
